[atlarge-discuss] DRAFT ANNOUNCE DOCUMENT



Please find below my best effort at transforming Vittorio's document into a
form that can be sent out to the electorate and kick start this election in
the immediate future...some typo corrections, some grammar, and some hard
cuts to eliminate remaining problems currently blocking progress. I hope no
major blunders to offend any outgoing Panel Members, but now its time to
move on.

ELECTIONS FOR THE EXECUTIVE COMMITTEE OF AN AT LARGE MEMBERSHIP ORGANIZATION
FOR INDIVIDUALS.

You are receiving this Announcement from the INTERIM PANEL of the current
organization known as ICANNATLARGE.COM because you expressed interest in
joining an At Large Membership Organization previously. The IcannAtLarge.com
membership elected an Interim Panel of seven members for a 90 day term. This
term expires on or about 29th July 2002, by which time, new elections will
have commenced for an Executive Committee to take over the day to day
running of the organization for the next (12) twelve months.

Over the course of its brief term, the Interim Panel has not completed all
tasks assigned to it, and will need to reassign some of these to the
incoming Committee therefore, as well as accommodating some additional tasks
from time to time, hence it has been agreed to increase the number of
representatives in the next round from (7) seven members to (11) eleven
members.

In addition, the Interim Panel has determined that every Member will have
ONE VOTE for EACH of the ELEVEN positions available, procedures to be
explained in detail on Ballots that will be forwarded from the DNSO
Secretariat in due course.

Members are asked to be mindful that the success of the new At Large
Organization is dependant upon individual voter willingness to select a
balanced range of candidates that can and will represent a wide and often
conflicting range of user interests appropriately at Executive level, The
Committee must have the benefit of the full spectrum of user views
available, including cultural and geographical diversity, legal experience,
technical skills, political acumen, language, organizational and fundraising
talents, financial and tax reporting expertise in relation to a non-profit
organization that operates worldwide. Suitable candidates would include
those who have demonstrated their willingness to devote a consistent amount
of their time to this and other, affiliated self-organizing efforts over the
last 12 months or so, tenacious individuals with energy and enthusiasm to
inspire trust and confidence in their peers, who are determined to meet
tough challenges ahead, willing to negotiate with key players in an industry
that often ignores expressed public interest in its decision making
processes.


MANDATE OF THE EXECUTIVE COMMITTEE

The Executive Committee shall be composed of [11] eleven members who may run
all aspects of the organization, including but not limited to:

1. Guide an outreach campaign so that the membership grows and becomes
increasingly representative of users over time. Ensure as many
individual users of the Internet who might want to participate in Internet
Governance Issues can do so through the new At large Organization, including
offering representation to whatever ICANN structures may be available,
always ensuring that new users can find information readily about internet
governance issues, and in particular, the At Large organizing effort
available for individuals, in a manner that allows users to register their
interest on a website (currently icannatlarge.com) if they so wish, and make
a donation directly to the organization's bank account.

2. Consult with the membership, appropriate legal experts and or other
non-profit organizations that exist for the public benefit about the
preparation and submission of appropriate Bylaws for the new At Large
Membership organization, uncovering consensus where it exists from within
the membership, considering all inputs, unifying all efforts, and putting
together in the shortest possible amount of time Bylaws that can then be
submitted and approved by a
majority vote of the membership, and after such approval, formally
incorporated into a legal entity that will be established prior to the
expiry of the Executive Committee's term in 2003.

3. Advocate and defend the best interests of the general public in all
Internet related matters
in all fora, including those currently coordinated by ICANN, if any
available for users, as well as other interested persons, media
organizations, and government entities as and when needed, also guiding a
discussion amongst the membership about whether and how the organization
should take part in processes set up by ICANN for public input and
participation, if any, as well as other relevant organizations, now existing
and hereinafter created;

4. Manage an active and user friendly At Large Organization website
[currently Icannatlarge.com];

5. Manage an election to replace all [11] members of the Executive Committee
before the present term expires. The Executive Committee shall expire twelve
months after its election.
