[atlarge-discuss] Update on ALOC



Just a quick report on what is happening in the ALOC.

Denise Michel posted a first document with a raw list of operational
points about the implementation of the ALAC that should form the
ALOC's first submission to the ERC (as you saw, on last Saturday the
ALOC has been given up to tomorrow to produce it... and of course many
complained about this).

Hans Klein answered with the proposal of inserting these point into a
more general scheme in which we first stress that we don't agree with
the overall change and we would prefer the original scheme, with At
Large elections for the original board, and then we go to the
operational proposals about the ALAC. This approach has been supported
by many, including Peter Shane, me, Sotiris Sotiropoulos and Izumi
Aizu. We also insisted on the fact that there is clear support for
elections in the community and this should be mentioned. 

I then submitted another revised draft with some additional points,
including the facts that the user organizations participating to the
ALAC should not be required to fund ICANN, that only the ALAC itself,
not the Board, should establish criteria for accepting such
organizations in the ALAC, that organizations should be able to prove
their membership numbers and not just to claim them, and that we
should ask for at least four members in the NomCom.

Now discussion is ongoing. I've just asked confirmation of the fact
that messages and documents on ALOC's working list are to be
considered public, so that I can actually forward them outside of the
Committee.
