Hi! Danny,
the money is the test. Not of the members credibility, but of the
organization crediblity. If this organization is of interest it can
negotiate its support.
1. Either it is part of the ICANN or not. If yes, it has to be sustained by
the ICANN on the DN tax. If not it can levy money where it finds it.
2. possiblties to find money for such an organization are numerous.
- sales of Domain Names to its members with value added services -
through subcontarctor
- sales of exclusive reports to a publisher or to press
- quality label sponsoring of ISPs and resellers
- monthly polling including sold market survey questions - unless this
organization is not representative of the market (this is an unique way for
its members to share into the real and entire goverance of the Internet) -
through a deal with a subcontactor running the site and the polls for free.
- business ads for a fee or on the result - through a deal with
subcontractor
- @large or @extralarge T-Shirts, etc..

Depends on the structure. As lean as possible. There are retired manager
association working for free in France fro NGOs. I suppose there are in
each country.

Each country has it own regulations, laws, needs. Each chapter is to adapt.
Monies should be split between core and countries and in proportion of the
registered Memebrs - registered are when met f2f at a meetup meeting.

Central incorporation is not necessary IMHO, it can be a consortium.
Account(s) can be anywhere as long as monies are draft by several person
together.

This is Joop! By the way *you* prevented me from doing it. The agreement
was without much debate to have the incorporation and the bankin account in
France (best favroable laws are probably France, Swiss, Luxembourg and
Belgium for non-proffit international of serious standing). Tuvau is also
OK for me.
