We think an AL membership binding  his representative in each level is an
important and consistent way to build an strong community.
Focus on it, we have discussed a proposal with Regional Bodies, with
representatives elected directly by members.
We think the organization construction bottom up is a way to talk about
"real binding bottom up process".
The Regional Bodies is way to take in account diversity, not only
geographic, also culture, language, economics and others
