  Danny those arguments to this were done long before you showed up
on the scene, so to speak such as during the DOC's forum on Domain policy
and the Green paper transition to the White Paper...  As I have suggested
before to you, perhaps a review of those archives would be helpful for a
more encompassing understanding...  ????

  Yes especially users!

  Again review the many arguments and debates along these lines
from '96 forward to '98 and you can than have a better understanding.
