  Yes.  In other words or more accurately, it is just an assembly in name
that has no power to decide, debate purposefully, or be representative
of anything of any real meaning regarding internet policy.  Or for
all practical purposes, useless.
But the name "International Assembly" sounds good doesn't it?  >;)
If it wasn't so disgusting it would be funny...
