This is a second brief (quite brief) for consideration:


Proposed Amendment to the Proposed Bylaws 

The ICANN Board has endeavored through its Reform Initiative to provide 
mechanisms that promote the development of consensus.  As such it has 
recommended the establishment of Supporting Organizations through which a 
best effort will be exercised to find consensus where possible across a broad 
range of stakeholders, and to report where not -- this approach standing in 
marked contrast to the concept of constituent groups reporting directly to 
the Board (and not thereby offering the value-added element of a developed 
consensus).

In light of this conceptual approach, it may readily be argued that an 
Advisory Committee, as opposed to a Supporting Organization, is not the most 
appropriate structure to best represent the policy interests of the At-Large 
community.  Policy matters that concern the broad range of users are as 
expansive as the policy concerns affecting other stakeholders in the ICANN 
process and equally cut across a wide swath of constituent groups -- this 
necessarily mandating a consensus formulation process that can best be served 
within a Supporting Organization environment.

The proposed new Bylaws recommended by the Committee on ICANN Evolution and 
Reform fail to include provisions for the establishment of new Supporting 
Organizations which will be required in the continuing evolution of ICANN -- 
this is an oversight that needs to be corrected.
