Joop, I'm sure there will eventually be a few rules. But I don't think the
way you do this is write a zillion rules to govern everything. You turned
the web page into a forum for your personal views. I hope we can avoid
that, and have the web page be a place to find documents about the group,
archives of discussions, and stuff like that, and maybe even some user forums.
IMO, the most important issues for us are to keep a web page up to date, and
to make it easy to find the basic stuff.
Others maybe see the web page like a newspaper or something, with a
crusading editor, or millions of editors. Then I guess you might find
yourself in a situation where people will want a lot of rules.
But governing an organization web page is hardly the most important task
here, and maybe some of the energy can be devoted to the problem of
governing the root, which is more important.

The main question was not answered by Jamie:
How is the Panel going to appoint a webmaster of a (political) on-line
organization doing the bidding of 11 Panel members without public rules
that both regulate and protect him with regards to content?
(this applies just as much to my own unelected, unappointed bootstrap
position--the continued absence of rules makes the job untenable)
For this organization to have any permanence you need the Rule of Law,
not some subjective "trust".
