And his point is well taken as the Panel is supposed to be
working on Draft Bylaws as one of it's primary tasks..

Not without review by the membership and offered amendments and
language changes, no. This would be in effect forcing a set of bylaws
down the throats of the members without debate and potential
amendments or changes that might be overlooked or not considered
by the Panel. Bad idea here Hans...
