I think we could have a page called "draft bylaw proposals" and link to both.
We could also include a comments page.

Jamie is very concerned about posting anything that doesn't pass a Panel vote (a cumbersome procedure). I think that putting up drafts for consideration could go ahead with formal review, vote, and decision.

So I like your idea of putting up David's proposal as well.
