You are two of the people I respect most for your work on behalf on
individual representation etc within ICANN.  We can't afford to have
little issues like this getting blown up 

Hans as Acting Chair does have the responsibility to show leadership
and push things along.  This is part of a leadership function and you
can't have every detail go to a vote.  I know I sometimes operate on a
"This is what I plan to do if you don't object" mode.  

However part of that leadership function is being able to judge when
you are moving too fast for your colleagues and this seems to be the
case here. If members of the panel are dissenting from what you are
doing you need to resolve this before proceeding much further.

Everyone on the panel has good motives but often different styles so
it is important to realise and accommodate this.

Hans has done a very good job at moving things along since Joanna
quit.  It is timely though to have the Panel elect a full Chair.  As
part of that candidates could outline their leadership/management
style so expectations can match voting.  

In the mean-time I certainly support having all proposals for
incorporation and for bylaws put up on a website for comparison,
discussion and eventually voting.  Regardless of which option is
supported we do need to move forward on this.  Perhaps set a deadline
for proposals to be put in?
