I understand the frustration but I feel this is not a priority for the 
Panel, but for us, the poor subscribers of this ML.
*We*, the listmembers, need to present the Panel with the input they need 
for any decision, namely our self-organized ostracism vote on this matter.
Call it mob action, if you will.

They may be a single individual, they may be more than one.  We are better 
off without them, but the very work needed to free ourselves from the 
trash  will be more destructive to the ML (and perhaps even to the just 
born org) than filtering or ignoring.
Apart from JW, we also see the appearance of a couple of troll-feeders. 
What we don't know is if these people are newbies, or if they realize what 
they are doing.

I would be in favour of this idea. But not only "locals". Also transborder 
"parties"  or other groupings.

I'd rather leave it as free as possible but the minimum criterium should be 
that they maintain a list of verifyable members so that their voting power 
can be measured against it.
