Dear Richard,

I am afraid you have not thought this through.

As long as "regular" is not nailed down and defined, this leaves a HUGE opportunity for having the mandate self-defined by one or two active Panel members.

What about the initial period, when the membership has not given any clear policy directions?
What about the policy on "regular polling"?
Should the members not order the Panel to start Polling immediately with the most important structural questions first?

How can they do this when they are dependent on the Panel for holding such Poll?
