May I add that, given the relatively small number of active
participants and the need for a more open and timely decision-
making process, I would support a resolution that the
"separate membership committee" be composed of an odd number
(7 or 9?) and be charged with keeping us on-track while we
develop working procedures and bylaws.

For the nonce, I see no reason for a multiplicity of lists (and
the resulting duplication of messages) and separate "authorities".
Let's elect a Panel to deal with maintaining and improving the
Web site, and an Administrative Committee to run the list,
propose agenda items and timetables for discussion, and handle
the sending out of notices and summaries of discussions so we
can all stay on the same page and still get things done.

My two cents Canadian,
