  Agreed.  As the first election of a Panel was marred by
serious nomination controversy, and the than questionably
elected Panel violated or completely ignored it's specific
mandate of tasks it was supposed to work on and
accomplish, it became obvious to a number of members
that replacing the whole panel and a new mandate of
specific tasks was badly needed.  Hence Joops
poll was put forward and supported by the membership
and the results clearly showed that a new panel election
to replace ALL of the Panel members and a new mandate
of specific tasks was required.

  I don't see that Judyth is preventing such.  However I do
see that delaying a new election for new Panel members
and a specific mandate of tasks for them to accomplish
is preventing this fledgling organization moving forward,
and even becoming relative or legitimate.
