I disagree. Go look at the records for WG-Review, the most successful
working group ever, which was a group of 100s, possibly even 400-500 people,
each chipping in their 2 cents. Consensus was reached, and an excellent
report produced, completely ignored by ICANN of course. WG-Review was so
successful, the Names Council had to forcefully shut down the mailing list
to stop the momentum.

I'm surprised you're suggesting such a top down solution Richard - open
Working Groups represent the mechanism for the fundamental human right to
participate in the process. Just to be clear, this comment is made with
reference to policy matters, not internal Housekeeping.
