That information seems to be contained in the file ATLARGE.WTR which
Jefsey has made available.  That file indeed contains 216 names.

I strongly disagree.  Most of the information for verifying this
election is indeed available.  Moving over to an entirely different
system with its own set of shortcomings wouldn't cut through the
fog, but would create its own set of problems.
