@Large & proposed Panelists;

I have been following the discussion at the Panel list and need to point
out that "Motions" may not be made from the Chair according to Robert's
Rules of Order.  In order for the person serving as Chair to make a
Motion, he must step down briefly and appoint another to serve during
the interim, or the Chair may ASK that a Motion be made regarding some
topic, for example with a statement such as:

"The Chair will now entertain a Motion for yada yada yada... 
Is there such a Motion?"
