successful model employed by thousands of other organizations does not

constituted for that purpose and are duly elected. Jefsey, you want to turn the
Panel into a bunch of wimps that need to ask the membership for permission for
each and every activity. If a committee needs to be formed, you want to stop
and hold another 6-week long election. If the committee produces a report, you
want a six-week long vote of the membership to ratify that report. This is
bullshit.

questions were poorly written. Frankly, I don't think that either you or the
members that voted have a clear idea of what they want.
The largest positive response to your structural questions were an
endorsement of the notion of an alliance of @large organizations and support for
national members associations. An alliance is an association of groups formed to
advance a particular interest or cause. This is akin to the structure used by
the world wide alliance of TLD managers (http://www.wwtld.org) whose
organization has a strong centralized AdCom with a Secretariat. The AdCom holds regular
teleconferences and members pay a significant amount of dues to support the
organization.

never succeed in having a statement acknowledged by its intended recipient
because you will always miss the deadline for comment. Most comment periods are 10
days to 3 weeks. You could never prepare a statement in that time and also
have it voted upon by the entirety of the membership. Sorry, but this will
never work.
