You are being disingenuous here... I told you previously I WILL PAY FOR THE
$3.50 US cost of Restricted delivery plus any amount that you care to charge
for  a Canadian conversion (I think you said it was $12.50)  Just do it and
stop using silly excuses to avoid the risk of having to verify Jeff
Williams.

If you are so sure that he will not be verifiable, you have nothing to lose.
As it is you are just making a fool of yourself by trying to avoid sending
him a letter by using any pretext.
