Nonsense. ICANN is not illegitimate, it is just far out of step.
DOC/NTIA made a big mistake in 1998 "Selecting"
what is now and has become ICANN... This can change
in sept. of this year if we can make the case along
with other independent stakeholder/user groups around
the globe.
But given the farce of an election that Jefsey, Eric, and
Bruce conducted, we are effectively and actually, illegitimate....
Furthermore you know this and have stated as much yourself...
Now we have to clean up our own house before we
can collectively demand or expect ICANN to do the same...
And they KNOW this and will use it as well...

It's NOT DOC Richard, it's DOC/NTIA... Big difference. But
otherwise you are partly correct in the rest of your comment above.
But only so if you believe that ICANN can truly reform. I don't
at this point as the "Reform" effort as far as the present
ICANN BoD and staff are concerned is completed according
to Twomey, the new CEO of ICANN...

Agreed here. But if and when we have our house cleaned
up, than we must be willing to work with ICANN where we can
or seek to replace it...
