I think you never realized that ICANN is not responsible for that, you are.

No one prevents you to take your computer, use the IANA file for a start and to send a mail to all the TLD to tell them you want to maintain another root file at ftp://rh.britishnationalparty.com the world may access. You also inform ISPs that you have a few computers serving as a root system.

As a start you do what I do every day: you copy the NTIA root file.
Then you do what I do every day: I call a few other roots
Then you do what I do every day: you mix them and pulish your own root. When KPNQuest or the like goes under, you update the ccTLDs faster than NTIA (not difficult: ICANN has slow process, then it goes to WHite House, then to NTIA then to Verisign), so you have a more authoritative root than the authoritative root.

Next time you have more accurate data on ".uk" than NTIA you call a few press reporters and make a fuss. Some times Bristish ISPs will use your root. Next DoS you will be famous. Then you can start the BCANN to complete with my AFRAC.
