I know that this argument you provide is invalid as the ISOC
chapters have organized their web presence's on multiple
Domain Names by country ccTLD's or region. See:
http://www.isoc.org/isoc/chapters/ch_active.php . And some
counties "Chapters" have more than one Domain name/website
and yet all are linked to the main web site. Many have their
own budgets as well.
