It is clear to us anyway that the only thing that will force the ICANN
Board to "Negotiate" in good faith is more than one court action in
which ICANN looses or a change in administration at DOC/NTIA
in the next few months. The former is risky, and the latter although
a better and more likely option, will take some time to be effective.
