[ICANN-EU] Re: Alas, no PIN yet, no vote in October

This is an unlucky situation for many members but I don't think that blaming
at Andrew will solve the situation, nor it will solve having PINs sent again (if
they were not delivered in time at first there is a very small chance they will
get delivered in a smaller time frame).

IMHO the only thing that may seems reasonable for all (even for ICANN I
think) is to not reissue new PINs and to not allow for address change from
original application for membership but instead allow for activation of
membership for any PIN still held in some remote corner of each country
postal service that eventually get received by Sept 30th.
On membership side we should keep track of how many of these get
received after the deadline so we will have a better picture on how much time
it takes for each country and backed by such figures we can advice for a
better schedule for next @large elections (and the right place to bring up
such concerns will be the study that will start on Nov 1st on ICANN
Elections).
