A few points:

1.  You're wrong about (4).  You don't have to be a member to be a
candidate, or a nominees, or a director.  Anyone can be a candidate or
nominee, or director.

2.  I think Jeanette simply lost her PIN letter, or had it sent to an prior
address (correct me if I'm wrong, Jeanette).  Please keep in mind that the
application required that a valid physical address be given.  This is for
extremely important verification and fraud prevention purposes.  That
address had to be valid;  we could not allow online changes in address to be
made, because it would open to door to clever fraud efforts (enter one
address in the application;  then request the PIN letter be sent to another
address).  Also, we do not have the money to send more than one PIN
reminder, and we do not have the staff to enter new addresses by hand.

If the address given was invalid, no PIN letter will be received.  If the
address *becomes* invalid (due to a move), the result is the same.  If the
applicant moves to a new address, she/he simply has to get her/his mail
forwarded to the new address.  If that works, she/he will have no trouble
activating.

The procedure may seem burdensome, but it is dictated by (1) lack of
resources, and (2) the need for very strong verification and anti-fraud
measures.

[ candidate who did not apply for membership. The Nom-Com candidate 
[ cannot at all became a member while Jeanette applied and it is 
[ not her fault 
[ if PIN arrived late.

[ This fact will have 'sort of' devastating effects on these
