I like Vittorio's clarification of the 3 lists, as pasted in at the bottom
of this message.
Could I suggest, from prior experience, that the 'announcements'
list (icann-news) also contains regular 'discussion summaries' of
the main issues under debate on the other two lists. Perhaps
weekly or every two weeks.
Preparing such summaries is a thankless task but it serves 3 very
useful purposes:
a) New participants to the two 'discussion' lists can skim through
the last few summaries on icann-news to get up to speed with
current topics, before they jump into the main discussions (rather
than having to read the previous 100 posts on the discussions).
b) Non-participants using the lists as an information source (such
as journalists) can glance through the summaries to find what they
need rather than trawling 100s of mails in the main discussions.
c) 'Low-level' participants (Otto Normaluser) can just get the icann-
news list. If a topic they are personally interested in comes up in
the summaries, they will be able to jump into the main discussions
and participate more fully on that topic. But most of the time they
won't have to receive 20 mails a day that they don't read.
