Hi Roeland,

Even though strictly speaking you are correct and the Root is still firmly 
in control of the US DoC, Wolfgang's point is that the DoC may prefer to 
quietly follow ICANN's recommendations rather than see confrontational new 
lawmaking turn the clock back on the whole idea of having an ICANN that 
sets policy for new TLDs with input from the global stakeholder community.


Whichever it is, these congressmen and those who support them do advance 
the moment of truth about what ICANN really is or what it is going to be.
