Or a commercial one. For all we know New.NET may be paying the ISP's
that use their root. And why not?

There is a very recent attempt at a new model, called the TLDA (Top
Level Domain Association). This will be 'ruled' by the operators of
_all_ TLDs, who are eligible for membership and elect board and
committees. And it doesn't cost $50,000.00 to be recognized. But the
TLD should work _before_ it is approved. And have domains that
function. The TLDA will also mediate between conflicting TLDs, which
seems to be your main worry. If that works out? We'll see.

More, including detailed bylaws for scrutiny at http://www.tlda.org/

It can't but it won't. There will certainly not be an At Large. And
therefore no Boardsquatters.

Time to get your own TLD and run for office?
