Joop and whomsoever he escrows the data, Vittorio included. This is the way
to proceed:-

1. the Voter registration is suspended for the purposes of the election at
any time (as per VB's schedule of July 15th if you like). New people can
continue to join after that, but will not be allowed to vote in this
election.
2. Joop publishes the Voter List on the website and at the same time,
provides email contact addresses to the Secretariat so the announce message
can be sent out.
2. The Interim Panel sends the approved election document to the Secretariat
with a formal request to forward the Announcement to the Voter list.

Yes, see above. It would normally be done by the Secretariat. Elisabeth has
confirmed that she is ready willing and able to assist, but equally, this
job can be done by Joop, Vittorio, or any of those with data escrow details
for the membership.

VB has failed to send an announcement to the membership so far, yet insists
the election proceeds to close Nominations on Monday. This means that the
first thing 90% of the electorate will learn about this election by receipt
of a ballot paper asking them to vote for candidates nominated and seconded
in a process in which they have been excluded.

I'm really not trying to be difficult, I know it's important to go ahead -
but it's bad enough the Panel has agreed to tie the election into an
illconceived Charter on which the membership has not been consulted, but it
would be a disaster to exclude 90% of the electorate from the nomination
process, replacing democracy in action with some quasi nominating committee
drawn from the two mailing lists.
