At least, that's one of the reasons for making Regional Organizations free
to self-organize as they wish. For example in Europe most countries already
have or are setting up official systems of online identity certification
validated by law - while this is not true in developing countries. I expect
systems for enrollment and (possible) fees to be very different among the
Regional orgs.
