I concur.  Although I would not (yet) advocate so radical a move as a new 
election (acknowledging David's/Sotiris' rumblings of displeasure), I 
perceive little evidence of "action" from the Panel.  A suggestion: if the 
Panel has not yet appointed a rapporteur from among its members, to regularly 
keep the rest of us informed, it should do do immediately.
