Dave and all,

  As was the case many times with the DNSO/GNSO VOting system,
the results are too easily tampered with and thereby skewing or not
completely changing that outcome of any vote using that method
of system.  Bad Idea!

  I agree with you though that a smaller Panel would be a good idea
but I would recommend no less than 7 and no more than 9...
