Jefsey, Joop and all,

  Here Joop is exactly right.  There is no Panel any longer.  There
is not quorum to be established.  The previous Panel is defunct.
New elections are needed ASAP to elect a new Panel.  Jefsey
you have already acknowledged this in saying not long ago that
you will NOT be a candidate.

  The previous and now defunct Panel, never did have a mandate
to control everything.  It had a specific set of tasks to address and
complete.  It never did accomplish or complete those tasks.
Hence the membership finally got tired of the lack or focus,
and diligence to do what it was mandated to do ONLY!  This it
did not do.  A poll was held to remove or replace the Panel
members.  The participating members in a majority voted
for a replacement of the Panel and called for a new election
to elect new Panel members.
