Dear Richard, and all who are interested in the group now known as the
Provisional Membership Committee:

It is my understanding that those members who applied to join the
Provisional Membership Committee, by responding to Sotiris' call for such
volunteers, would be in place by 00:00Zulu on Saturday morning.  At that
time the committee should select a chairperson and immediately undertake the
task of verifying every elected panelist.  They should do this by satisfying
themselves that the Panelist meets, or has met, the three criteria required
before the Panel may be seated.

1) verification that the person exists and is who they represent themselves
to be.
2) verification that the person is willing to serve.
3) verification that the person has presented his / her credentials to the
membership and posted an introduction on the discuss list.

They may use any means at their disposal to do this work, including, but not
limited to, Joey Borda's previous verification methods, Sotiris Sotiropoulos
verification methods, personal verification by other verified members, etc.
They will present their findings to the membership by posting to discuss
list (and other official sites).

If, by 00:00Zulu on Sunday morning, one week from the close of the election,
any elected Panelists have not met these three requirements, they will
automatically disqualify themselves.

At that point, if there are less than 11 Panelists verified, the number will
be made up by the next highest vote-getters who do meet these three
criteria.

When 11 Panelist have been verified according to the above requirements.
The Panel will be seated and take office.

At that time the Provisional Membership Committee will have completed its
task and the Panel is free to determine its future. The Panel may choose to
ratify the committee as the Membership Committee and task it with committee
member verification, membership verification, the formulation of privacy
policy, or any other similar membership related task.  It may place a time
limit on the committee, or it may disband the committee altogether or poll
the membership on the options.

I repeat, this is my understanding of what is expected of this group of
volunteers.
