May be because the target is _not_ to copy ICANN. And because the preceeding Panel wanted to rule - as ICANN does - instead of serving.

The main problem of the Panel is that Panelists wanted authority and control while a Panel is not here to lead but to help. Members have celarly indicated they did not want a centralized structoire and a do-iy-all panel. Basically the Panel has to incorporate to make sure there is an ad hoc strcuture owning the site and the member list, to put a directory of the committees on the site, and to make sure that the committees are duely elected by members listed by the Membership Committee. Apart from that the Panel should make sure that the next Panel is elected and that major positions statements and structural changes are voted by the Members.

The Panel is the legitimacy of our organization. That does not require much. Just to be a member.

Is there any particular reason why this group of panelists can't function in
a similar manner with regularly scheduled monthly meetings? If teleconference
fees are a problem, a cyber-meeting could certainly be held on an IRC basis.

Why repeat a process used by the last two panels that failed to produce
results? If a member can't attend any given session, they may always exercise
their right of proxy.
