Joanna, I concur that this is exactly the sort of issue that this 
organization should sink its teeth into.

The appropriate channel for the process is through a committee, as you 
suggest; it should be authorized by the Panel, or more properly the Board, 
once we are incorporated.

But I think that making committees exclusive is something that should be done 
only in the rarest and most exigent of circumstances.  This committee will 
need all the help it can get, even from people who haven't suffered this kind 
of loss.

As a rule, all our committees should be open to the members, with exceptions 
decided by the Board on a case-by-case basis.
