My opinion: 1. Mailing lists should be started through a simple request to WG-WEB or Web-team or Mail-team (assuming we get that big). Unless it's really questionable/trivial, lists should be created as soon as possible. 2. Mailing lists of themselves should not be official -- only the people who are a part of a WG should be official. 3.
