I concur, we should allow for anonymous registrations under some 
circumstances, but I also believe we should not allow for "blanket" no-name 
registrations for everyone from a particular geographic area.  There should 
be a committee whose charge is to examine appeals for anonymous registrations 
on a case-by-case basis.  Such registrations should be:

1.  Clearly indicated as anonymous.
2.  Constrained to expire after a set time unless renewed by the registrant.
3.  Strictly limited in number to some percentage of the total membership, 
say 10%.
